Key Essential Functions & Areas of Responsibilities:
• Lead and supervises the staff of the human resources department
• Ensure policies, procedures and HR programs are consistently administered, aligned with organizational goals and are in compliance with professional standards, state and federal regulatory requirements and laws
• Works with Executive Leadership Team to plan, develop and direct strategic HR initiatives (Training and Employee Development, Employment and Labor Compliance, Benefit Administration, Claims Management, Employee Relations, Talent Acquisitions/Recruitment, Compliance Committee, Quarterly Leadership Committee, Vendor Management, Contract Negotiations, etc.)
• Oversee staff operations, business planning and budget development of HR programs and initiatives
• Leads the Talent Acquisition Strategy to oversee the Recruitment Team to process to source and retain talent; provide Leadership with recruitment strategy on recruiting, the interviews process, employment background process, and recommends qualified candidates to supervisors or managers
• Oversee Home Office Business Operations and work with Office Administrator to manage vendors, request service calls, and approve office supply orders
• Maintains knowledge of industry trends and employment legislation and ensures Company’s compliance
• Researches, drafts, and recommends new human resources policies and revisions of existing policies
• Investigates reported violations of Company policies, documents findings, and recommends appropriate action to management
• Works directly with department managers and supervisors to assist them in carrying out their responsibilities on personnel and employee relation matters
• Reviews proposed disciplinary action, advises managers and/or supervisors on proper action, and attends disciplinary counseling sessions when needed
• Maintains liaison with labor attorney on all legal matters pertaining to human resources infrastructure and employee labor relations. Keeps Leadership abreast of all legal matters
• Acts as primary Plan Administrator/Trustee for the Company’s 401(k) Plan and is a member of the Retirement Plan Committee as a Trustee; develops education programs to explain retirement plan options to employees; leads the Annual 401K Audits in compliance with ERISA and DOL guidelines
• Engage in contract negotiations with brokers and insurance carriers to review and analyze proposals for employee benefit coverage;
Makes recommendations to Executive Leadership on annual Benefit programs
Organizes and executes Open Enrollment process in accordance with ACA & ERISA compliance
• Responsible for the administration of risk management and loss prevention programs for the fiscal protection of the Company’s assets as they pertain to human resources and safety
• Leads the Compliance team to manages workers’ compensation program including reporting work-related accidents to workers’ compensation insurance carrier, following up on cases to obtain or provide information to carrier, and maintaining contact with employee
• Reviews performance evaluations of all employees and makes recommendations where appropriate; assists management in the annual review, preparation, and administration of wage and salary program
• Meets with employees, supervisors, and managers regarding subjects such as policies, benefits, and human resources related matters
• Conducts and responds to human resources surveys including salary, benefits, policies, and practices
• Works with Supervisors and leads the HR Team to create and draft job descriptions
• Develops and implements injury and illness prevention programs
• Reviews turnover data and determines reasons behind terminations; makes recommendation to Leadership for necessary change and/or action for employee retention
• Manages unemployment process including preparation of response forms and attendance at hearings
• Spearhead Company culture efforts and integrate our values and mission
• Works with Events Committee to lead and organize Company sponsored events (i.e. Company picnics, Holiday events, Leadership Symposium, Compliance Workshops, etc.)
• Develop and leads the Company Academy – Employee development training program
• Attends quarterly District Meetings to train on HR Initiatives & Corporate Policy roll outs
• Works with legal counsel on matters relating to arbitration, employment & labor hearings, litigation, and mediations, as necessary
• Lead in Corporate Leadership Training & Development programs as needed
• Regular worksite attendance in accordance with Company’s Attendance Policy is required for this position
• Other duties as assigned
Periodic special projects and duties may be assigned based on Company need and requirements
Must be able to perform a variety of duties, often changing from one task to another, with frequent interruptions or distractions and within tight deadlines
Qualifications Required:
• Minimum 15 years of progressive Human Resources Management level experience with at least ten (10) in a Human Resources supervisory role
• Extensive knowledge of current federal, California and multi-state employment and labor laws and human resources practices including but not limited to, CFRA, ERISA, COBRA, DOL, EEOC, FMLA, FLSA, etc.
• Proven ability to manage a diverse workforce in multi states with multi-level positions so the ability to multi-task among different states is a plus
• Proficient skill in conflict resolution, mediation, arbitration and negotiations
• Proficient in Microsoft Office Suite - Word, Excel, and Outlook with advanced skills in Excel highly preferred
• Proven experience in matters related to workers’ compensation and safety
• Ability to understand and effectively convey Company Human Resources Policies, and federal and state employment and labor laws
• Ability to represent the Company at federal and/or state unemployment and labor hearings
• Ability to handle matters of confidentiality, i.e., internal investigations, legal matters, workers’ compensation issues, etc.
• Ability to exercise tact, diplomacy, and sound judgment
• Ability to supervise and counsel employees
• Ability to provide guidance and coaching to management in matters dealing with employee relations and workforce management
• Ability to work effectively with co-workers, department supervisors and managers, insurance brokers, insurance company representatives, labor attorneys, and other consultants and/or vendors
• Ability to train employees and conduct training workshops
• Ability to work flexible hours depending on various departmental project deadlines and/or Company events and sponsored programs (including a few late evenings and weekend events per year)

Education
• High School Diploma is required
• Bachelor’s degree in Business Administration with a concentration in Human Resources Management or Industrial Relations or equivalent from an accredited college or university
• PHR or SPHR certification preferred
• Relevant years of work experience and/or a PHR or SPHR certification may substitute for the degree requirement
